RECRUITMENT NOTICE OF A SERVICE PROVIDER FOR THE PRODUCTION OF AUDIOVISUAL, VISUAL, AND TEXT CONTENT AND THE MANAGEMENT OF DIGITAL COMMUNICATION FOR THE E-LEARNING PLATFORM OF THE CONSULTATIVE INTERNATIONAL CASHEW COUNCIL (CICC)

TERMS OF REFERENCE FOR THE RECRUITMENT OF A SERVICE PROVIDER FOR THE PRODUCTION OF AUDIOVISUAL, VISUAL, AND TEXT CONTENT AND THE MANAGEMENT OF DIGITAL COMMUNICATION FOR THE E-LEARNING PLATFORM OF THE CONSULTATIVE INTERNATIONAL CASHEW COUNCIL (CICC)

1.      Justifying Context

As part of the implementation of the RSA 2 project (Contract No. 5200000411) supported by GIZ, strengthening the skills of actors in the cashew value chain is a major strategic lever for member countries. To address this challenge effectively, sustainably, and on a large scale, the Consultative International Cashew Council (CICC) is adopting the e-learning solution initially developed by the MOVE/GIZ project. The aim is to offer a standardized distance learning program accessible to all stakeholders in the sector, both in member and non-member countries.

This online training program, focused on developing the cashew sector in West Africa (ECOWAS region), aims to strengthen the capacities of producers, processors, and traders around key themes: good agricultural practices, processing standards, and marketing strategies. Initially hosted on the Atingi platform as interactive modules in SCORM format, these 24 digitized courses will be directly integrated into the CICC website. This integration ensures centralized, user-friendly access without external redirection for all users.

This digital infrastructure will enrich and amplify the impact of the in-person training activities already planned by the project, significantly expanding their geographical reach and ensuring the sustainability of acquired skills. To guarantee maximum adoption, high engagement, and the overall success of the initiative, the CICC is seeking the expertise of a specialized service provider to orchestrate the production of multimedia content (audiovisual, visual, and written) and manage the strategic deployment of digital communication.

  1. Goals Of There Assignment

The overall objective of this mission is to select a service provider capable of providing creative, technical and strategic support to the CICC for the production of media materials and the overall digital animation of the e-Learning platform, in order to optimize its penetration rate and learner engagement.

Goals Specific :
  • Develop and execute the digital communication strategy over three key phases (Before, During and After the launch of the platform).
  • Design the overall graphic charter of the platform in line with the CICC’s visual identity, produce promotional and educational video clips (motion design, tutorials, teasers), And realize A kit complete of visuals And contents textual adapted to social networks and the web.
3.      Scope and Description of Expected Services

Under the direct supervision of the CICC’s Communications Officer, the selected service provider will be required to perform the following structured services:

  • Co-development of the digital communication strategy and editorial calendar;
  • Design and distribution of a teaser campaign to generate interest and create anticipation around the launch;
  • Setting up and managing the first advertising campaigns;
  • Rigorous monitoring of KPIs (audiences, engagements, conversions) and production of monthly analysis reports;
  • Development of storyboards, video scripts and editorial guidelines;
  • Filming/recording, recording professional voice-overs, subtitling, motion design animation, sound editing and mixing for teasers, user tutorials and promotional videos;
  • Adaptation of the platform’s visual charter, creation of explanatory infographics, web banners, social media visuals.

Governance & Security of digital accounts:

CICC retains exclusive ownership and ultimate administrative control of all its digital channels. CICC will only delegate secure functional access to the service provider (via Meta Business Manager, Partner/Content Manager access), without transmitting any master login credentials or passwords.

4.      Expected Deliverables

MAIN DELIVERABLES

•         Charter visual of there platform And kit complete of visuals for social media (minimum 25 visuals produced separately in French and English).

•         2 Videos Teasers / Institutional (duration max (1 minute per video, provided separately in French and English versions).

•         1 Video tutorial on using the platform (duration) max : 3 min, provided separately in (French version and English version).

•         2 Capsules video educational/promotional (max duration: 3 min per capsule, provided separately in FR and EN versions).

•         Document of strategy digital global and a detailed editorial plan over 3 months.

•         Kits of campaign And management operational of the digital launch.

•         Reports monthly audience, of advertising and conversion performance (registration and retention rates).

 

MANDATORY LANGUAGE REQUIREMENT (BILINGUALISM):

Due to the intergovernmental status of the CICC (12 member countries), all photo or video content must be provided separately in French and English .

Example for video content: The production of a video requires the provision of two separate media files (one full version in French and one full version in English). The two languages must not be superimposed or combined into a single media file.

5.      Expertise Profile and Qualifications
  • Digital communication agency, consulting firm or independent consultant specializing in digital marketing and content creation;
  • At least 3 years of proven experience in digital marketing, community management, graphic design, video (motion design, corporate ) and institutional communication;
  • Solid portfolio demonstrating similar achievements, ideally in the agricultural/agribusiness sector, e-learning or international development projects in Africa;
  • Proficiency in the Adobe Creative Suite ( Premiere Pro, After Effects , Illustrator, Photoshop) or equivalent tools;
  • Proficiency in social media management tools, analytics platforms and advertising networks (Meta Ads Manager, LinkedIn Ads , etc.).

The evaluation of the proposals will be carried out in two steps according to there method of selection next:

  • Technical Score (70%)
  • Score Financial (30%) : Assessment of there competitiveness And of there consistency of budget

A minimum threshold of 60/100 in the technical evaluation is required before the opening of financial offers.

The bidder with the highest combined score will be recommended for award and signing of the contract.

This market is open to both individual consultants and companies.

If the contract is awarded to a company, it will be required to provide all administrative documents (RCCM, DFE, ARF, RIB) prior to the signing of the contract. Without any of these documents, no contract can be established.

8.      Contract duration

The duration of the contract is valid from the date of its signature until November 30, 2026 and will be used only for the activities of Grant N. 5200000411 PN 21.2199.4-506.00 .
