The CICC Procedures Manual

This manual formalizes the main administrative, financial, and accounting management procedures that should govern the operation of the International Consultative Council on Cashew (CICC). It also includes specific procedures related to institutional processes, procurement (acquisition), planning and monitoring-evaluation of activities, preparation of activity reports, as well as internal audit and review. It serves as a common reference tool for all concerned stakeholders, based on international governance and management standards, as applied in international institutions, while aligning with the institutional framework of the CICC as established by the convention creating the CICC.

Objectives of the Manual:

  • Provide the various stakeholders of the CICC with a formal framework that enables them to perform their responsibilities and carry out activities appropriately.
  • Promote the harmonization of task execution methods to eliminate disparities in how operations are conducted.
  • Contribute to ensuring the existence of an appropriate internal control system, including the effectiveness and efficiency of operations, safeguarding of assets, compliance with laws and regulations, and reliability of financial and operational reporting.
  • Serve as a support tool for new recruits and external contributors to help them quickly familiarize themselves with the implemented procedures.
  • Facilitate the evaluation of the internal control system in place within the CICC.

This manual is used alongside other documents, such as staff regulations and internal rules, to strengthen the Institution’s capacity to maintain an adequate internal control system.

  • Institutional procedures.
  • Procurement (acquisition) procedures.
  • Activity planning, monitoring, evaluation, and activity reporting procedures.
  • Administrative procedures.
  • Financial procedures.
  • Accounting procedures.
  • Internal audit and review procedures.

These procedures include, depending on the context, the purpose and scope of application, a description of specific provisions, management rules, activities and tasks, interactions between concerned stakeholders, and the documents subject to processing.

The procedures described in this manual were developed in the context of the prevailing environment at the time of their drafting. They are not fixed and may be revised in response to changes in the internal or external environment of the CICC, particularly regarding the following aspects:

  • Major changes in the institutional framework of the CICC.
  • Major changes in the organizational and operational structure of the CICC.
  • Changes in legal and regulatory provisions, including treaties and international agreements.
