  1. Context and justification

The Consultative International Cashew Council (CICC) is an intergovernmental organization that promotes cashew value chains through policy coordination and cooperation among member states. The organization currently has twelve member states: Benin, Burkina Faso, Cameroon, Côte d’Ivoire, Ghana, Guinea, Guinea-Bissau, Mali, Mozambique, Nigeria, Senegal, and Togo.

In order to strengthen the governance of information systems and ensure their continuous performance, the CICC is considering recruiting an Information Systems Manager responsible for ensuring the availability, security, performance and alignment of information systems with the institution’s strategic objectives, while controlling the associated costs and risks.

The position is intended for a local contract open to all nationals of CICC member countries, with a salary and benefits package ranging from €1,800 to €2,400 gross per month, depending on the candidate’s proven experience. The successful candidate will take up their duties no later than January 31, 2026.

  1. Objective

The Information Systems Manager is recruited to ensure the management, monitoring and development of the CICC’s IT system.

  1. Main activities, tasks & responsibilities

The Information Systems Manager is responsible for achieving the objectives and completing the tasks within their area of expertise. Specifically, the Information Systems Manager will be responsible for:

Governance & Strategy

  • Develop and deploy the IT strategy in coordination with the Executive Secretariat and its staff;
  • Define the Cloud strategy by prioritizing the secure adoption of Microsoft 365 and Azure;
  • Implementing Microsoft 365 governance: license management, roles, security policies, compliance, data protection;
  • Define the target architecture and the technological roadmaps (IT roadmap);
  • Develop and monitor the IT budget.

Operational management of the IS

  • Supervise all IT infrastructure: networks, servers, hosting, cloud, security, user workstations, email addresses;
  • Administer and optimize the Microsoft 365 and Azure environment (tenant, services, security, configuration);
  • Ensure high availability, business continuity and disaster recovery plan (DRP/BCP);

To supervise the CICC user team, technical service providers and integrators.

Security and compliance

  • Ensuring data security, identity management, digital asset protection and regulatory compliance (GDPR, CNIL, internal standards);
  • Administering Entra ID (Azure AD): roles, authentication (MFA), Conditional Access, group and identity management;
  • Implement cybersecurity policies, procedures, and audits.

Applications, data and innovation

  • Oversee the governance and architecture of Microsoft 365 solutions: SharePoint Online, Teams, Power Platform (Power Apps, Power Automate, Power BI);
  • Manage the development, integration and maintenance of applications (ERP, CRM, collaborative tools, business systems);
  • Developing data governance: quality, reliability, classification, protection;
  • To monitor technological developments and recommend relevant innovations.

Support and services

  • Organize and optimize IT services, user support and service levels (SLAs);
  • Document the processes, configurations and technical repositories;
  • Ensure the monitoring and security of software, platforms, social networks and applications deployed by the CICC;
  • Ensure the digitization of processes and archiving of auditable documents for the CICC.

  • Proficiency in project and portfolio management methods;
  • Knowledge of cloud, SaaS, PaaS and DevOps architectures;
  • Results-oriented, service-oriented, and communicative with the management committee.
  1. Interactions and reporting
  • Reporting directly to the Executive Secretary of the CICC;
  • Interaction with other colleagues (Finance, HR, Ops);
  • Coordination with technical teams and service providers;
  • Key Performance Indicators (KPIs);
  • Mean time to resolve incidents (MTTR);
  • Security level (number of vulnerabilities, incidents).
  1. Candidate Profile
  • Education: computer science 4/5 years university (Engineering or master’s degree in computer science, information systems, cybersecurity, management) or equivalent;
  • Have a very good knowledge of the Microsoft O365 cloud environment;
  • Experience: progression in operational IT, architecture, PMO, then IT management;
  • Have at least 05 years of professional experience in similar positions in a public or private organization;
  • Knowledge of data protection regulations;
  • Understanding and speaking at least two of the three CICC languages is an asset: French, English and Portuguese.
  1. Workplace

The position is based at the CICC headquarters in Abidjan (Côte d’Ivoire).

  1. Contract type duration

The contract is a fixed-term contract under Ivorian law for a period of twenty-four (24) months, with a probationary period of three (3) months. The probationary period may be renewed a maximum of once.

  1. Selection method

The overriding consideration in the recruitment of CICC staff is based on the need to ensure that the institution has access to individuals possessing the highest qualities of efficiency, competence, and integrity. Candidates will be selected based on their qualifications, relevant experience, and salary offers. The recruitment process will take place in three (03) phases:

  • A pre-selection phase by a specialized firm with a view to establishing a shortlist of the most qualified candidates based on the analysis of the applications submitted;
  • An interview phase for candidates pre-selected by the specialist firm;
  • A phase of negotiation/offer of remuneration and signing of the contract.
  1. Submission requirements

  • A cover letter addressed to the Executive Secretary of the CICC, which must include the candidate’s current gross salary and gross salary expectations for the position, expressed in local currency per month;

  • A version of the CV in a second working language of the CICC (French, English or Portuguese);
  • A copy of the required degrees, diplomas or qualifications. If successful, the original copies  required;

  • A list of completed IT projects;
  • A list of three (03) professional references, at least two (02) of which are in the field of information technology (names and telephone contacts).
