Introduction
The fifth Session of the Council of Ministers of the CICC took place from April 5 to 6, 2023 at IVOTEL and NOOM Hotel in Abidjan, Ivory Coast. During this Session, the Presidency of the Institution passed from Cameroon to Ivory Coast with Mr. Kobenan Kouassi ADJOUMANI, Minister of State, Minister of Agriculture and Rural Development of Ivory Coast as the current President, supported by his colleague, Dr. Souleymane DIARRASSOUBA, Minister of Commerce, Industry and Promotion of SMEs.
Resolutions
During this fifth session of the CICC, eight (08) Resolutions were adopted by the Council of Ministers.
1. Resolution on the Experts’ report
The Council of Ministers, after having followed the presentation of the report sanctioning the meeting of Experts held on April 5, 2023, adopts said report, subject to taking into account the observations made by the Ministers.
2. Resolution on the strategic development plan 2023-2027
The Council of Ministers adopts the Strategic Development Plan of the International Cashew Advisory Council for the period 2023-2027, subject to the consideration by the Consultant of the observations made by the Experts and by the Ministers.
3. Resolution on the annual budgeted work plan 2023-2024
The Council of Ministers approves the budgeted Annual Work Plan 2023-2024. Given the difficulties relating to the control of statistics for the implementation of the contribution mechanism based on the weight of the countries, the Council of Ministers decides to renew the rate of contributions of 70,000 US dollars to be paid per member country for the financial year 2023-2024.
The Council of Ministers invites the Executive Secretary to continue negotiations with the Technical and Financial Partners to cover the remaining budget not derived from contributions from member countries, which amounts to 35% of the total budget.
The Council of Ministers urges the current Chairman of the CICC to ensure the implementation of this Work Plan and the Member Countries to pay the said contributions, as well as the arrears for 2020, 2021 and 2022 no later than 30 June 2023, with a view to ensuring the effective functioning of the Organization and the implementation of its strategic plan.
The Council of Ministers further instructs the Executive Secretary to urgently initiate all necessary diligence for the certification of the accounts of the Organization by an approved Auditor.
The Council of Ministers instructs the Executive Secretariat to consider the currency in which the financial operations of the Organization are denominated and to ensure the annualization of the budget.
4. Resolution on the organization of sessions of the Council of Ministers
The Council of Ministers requests the Executive Secretary to transmit to the Ministers all the documents to be examined by the Council, within a reasonable time, as well as the experts’ report, once consolidated.
5. Resolution on the revitalization of focal points
The Council of Ministers invites member countries to boost the activity of focal points at the national level, including through the establishment of national cashew advisory councils and congratulates Senegal for the creation of this type of Committee.
6. Adherence of new members
The Council of Ministers encourages the Executive Secretary to continue contacts aimed at encouraging new producer, processor or importer countries to join the CICC, as members by right or as observers.
7. Resolution on partnerships with the CICC
The Council of Ministers encourages the Executive Secretary of the CICC to continue developing, under the supervision of the President in office, partnerships with other national, regional and international organizations involved in the cashew sector.
8. Resolution on the Presidency of the Council and the country to host the next session of the Council
In accordance with the principle of rotation in force within the Organization concerning the presidency and the host country of the Council of Ministers, the Ministers note that the next session of the Council will be held in ACCRA, Ghana, while the current Presidency is held by Côte d’Ivoire.

Final Press Release
The fifth Session of the meeting of the Council of Ministers of the International Cashew Consultative Council was held on April 6, 2023 at Noom Hotel in Abidjan.
This Session brought together Ministers and representatives of all Member States, namely: Benin, Burkina Faso, Cameroon, Ivory Coast, Ghana, Guinea, Guinea Bissau, Mali, Nigeria, Senegal and Togo.

From the presentation of the report of the meeting of Experts
The Council of Ministers adopts the Final Report of the Meeting of Experts, read by Mr. Pierre KLA, of the Cotton and Cashew Council of Côte d’Ivoire, subject to taking into account the observations and recommendations made.
The Council of Ministers congratulates the experts on the quality of the work carried out.
From the 2023 Budgeted Annual Work Plan
The Council of Ministers approves the 2023 budgeted annual work plan, subject to taking into account the observations and recommendations made during the meeting of the Council of Ministers.
From the 2023-2027 Strategic Plan
The Council of Ministers adopts the 2023-2027 Strategic Plan, subject to taking into account the observations and recommendations made during the meeting of the Council of Ministers.
From the contribution of the States
The Council of Ministers maintains the contribution per country of 70,000 US dollars, for the 2023 financial year.
On the appointment of representatives in non-permanent bodies
The Council of Ministers encourages Member States which have not yet designated their representatives to the CICC technical commissions to do so as soon as possible.
On the creation of a consultative body
The Council of Ministers urges member states to set up a consultative body which will act as the CICC’s representative in their respective countries.
CICC Membership and Partnership Applications
The Council of Ministers requests the Executive Secretariat to continue its efforts to secure the accession of Mozambique, Zambia, Gambia, Madagascar, Sierra Leone, Kenya, Mozambique, Congo, Gabon and Tanzania to the CICC as ex officio members and Cambodia as observer members for a period of two (02) years.
The Council of Ministers encourages the Executive Secretariat to continue negotiations with technical and financial partners to support the CICC.
On the designation of the country for the 6th Session of the Council of Ministers
The next Session of the Council of Ministers will be held in Ghana on a date to be specified after consultation between the Executive Secretariat of the CICC and the host country.
Various provisions
At the end of its work, the Council of Ministers also congratulates and thanks the outgoing President Mr. Gabriel MBAIROBE, Minister of Agriculture and Rural Development of Cameroon, for having successfully carried out his mandate.
Furthermore, the presidency of the Council of Ministers of the CICC will be ensured by the Republic of Côte d’Ivoire for the next term and the vice-presidency by the Republic of Ghana.
The Council of Ministers thanks all the technical and financial partners who met on the sidelines of the CICC meeting for their support in the operationalization of the CICC Executive Secretariat.
The Council of Ministers expresses its sincere thanks to His Excellency Mr. Alassane Dramane OUATTARA, President of the Republic of Côte d’Ivoire and through him, to all the Ivorian people, for the fraternal welcome he received as well as for the generous hospitality he enjoyed during his stay in Abidjan.
